Your Excellency:-
According to a communication from the Secre-
tary of State for the Imperial Post Office, the Brit-
ish postal authorities at Hongkong have for some time
past allowed both the Chinese and the French post
offices at Canton to charge lower postal rates between
Hongkong and Canton than they have allowed the German
post office there to charge. The efforts of the Im-
perial Post Office to secure the same privileges for
the German post office have up to now been unsuccessful.
Recent negotiations between the German Postal Superin-
tendent at Shanghai and the Postmaster General at Hong-
kong, in which special stress was again laid on the fact
that no valid argument could be brought forward to ac-
count for the preferential treatment given by the Brit-
ish authorities to the French as compared to the German
post
